Romania risks losing hundreds of millions of euros. At midnight the deadline for meeting the targets in the PNRR, the National Recovery and Resilience Plan, expires, and some milestones have not yet been met - such as reducing spending on special pensions - and others are partially met. Romania had two years to meet its commitments in order to access European funds in the PNRR.
1 - Reform of special pensions for magistrates
In the last few hundred meters, in order not to lose over 231 million euros, the Government will try today to adopt the new project on magistrates' pensions, which provides for cutting these special pensions by 30% and increasing the retirement age to 65 years. The Bolojan Cabinet will meet in an extraordinary meeting, as soon as the opinions from the Superior Council of Magistracy and the Legislative Council arrive at the Victoria Palace.
2 - Appointment of a management at AMEPIP
A second milestone worth 330 million euros refers to the appointment of a management at AMEPIP, the Agency for Monitoring and Evaluation of Public Enterprises' Performance. It is a milestone achieved, at least theoretically, after, the other day, a president and two vice presidents were appointed. The European Commission could, however, make some observations, given that one of the vice-presidents, Bogdan Stănescu, was dismissed this year from the management of the Energy Shareholding Management Company after coming under the DNA's scrutiny. A report by the Court of Auditors revealed a damage of over 70 million lei during his term, with the purchase of masks.
"I don't know how he was appointed, I have no idea, it was a selection procedure. I was not part of this selection procedure, which was independent," said the government's spokeswoman, Ioana Dogioiu.
3 - Romania loses 19 million euros
Another milestone – worth 19 million euros – refers to the appointment of members to the boards of directors of the National Road Investment Company and the National Road Infrastructure Management Company, about which even government representatives admit that nothing can be done.
“There is no longer any physical time to carry out these procedures,” said Government spokesperson Ioana Dogioiu.
4 - Another milestone – worth 227 million euros – refers to the appointment of managers in state-owned energy companies
In the case of Hidroelectrica, the other day, the Supervisory Board of Hidroelectrica canceled the appointment of a general manager, on the grounds that the proposed person, Mihai Aniței, does not meet all the necessary criteria. According to Energy Minister Bogdan Ivan, Romania could save 90% of the amount earmarked for this milestone.

România risca să piardă sute de milioane de euro. La miezul nopții expiră termenul limită pentru îndeplinirea țintelor din PNRR, Planul Național de Redresare și Reziliență, iar unele jaloane nu au fost încă îndeplinite – cum ar fi reducerea cheltuielilor cu pensiile speciale – iar altele sunt îndeplinite parțial. Doi ani a ani a avut la dispoziție România pentru a-și îndeplini angajamentele asumate pentru a putea accesa fondurile europene din PNRR.
1 - Reforma pensiilor speciale ale magistraților
Pe ultima sută de metri, pentru a nu pierde peste 231 de milioane de euro, Guvernul va încerca astăzi să adopte noul proiect privind pensiile magistraților, care prevede tăierea acestor pensii speciale cu 30% și creșterea vârstei de pensionare la 65 de ani. Cabinetul Bolojan se va reuni într-o ședință extraordinară, imediat ce vor sosi la Palatul Victoria avizele de la Consiliul Superior al Magistraturii și Consiliul Legislativ.
2 - Numirea unei conduceri la AMEPIP
Un al doilea jalon în valoare de 330 de milioane de euro se referă la numirea unei conduceri la AMEPIP, Agenția pentru Monitorizarea și Evaluarea Performanțelor Întreprinderilor Publice. Este un jalon îndeplinit, cel puțin teoretic, după ce, zilele trecute, au fost numiți un președinte și doi vicepreședinți. Comisia Europeană ar putea veni însă cu unele observații, în condițiile în care unul dintre vicepreședinți, Bogdan Stănescu, a fost demis, anul acesta de la conducerea Societății de Administrare a Participațiilor în Energie după ce a ajuns în vizorul DNA. Un raport al Curții de Conturi a scos la iveală un prejudiciu de peste 70 de milioane de lei în mandatul său, odată cu achiziția unor măști.
„Nu știu cum de a fost numit domnia sa, habar nu am, a fost o procedură de selecție. Nu am făcut parte din această procedură de selecție, independentă”, a spus purtătoarea de cuvânt a Guvernului, Ioana Dogioiu.
3 - România pierde 19 milioane de euro
Un alt jalon – de 19 milioane de euro – se referă la numirea unor membri în consiliile de admninistrație ale Companiei Naționale de Investiții Rutiere și Companiei Naționale de Administrare a Infrastructurii Rutiere, despre care chiar reprezentanții guvernului recunosc că nu se mai poate face nimic.
„Nu mai există timpul fizic pentru derularea acestor proceduri”, a precizat purtătoarea de cuvânt a Guvernului, Ioana Dogioiu.
4 - Un alt jalon – în valoare de 227 de milioane de euro – se referă la numirea managerilor în companiile energetice de stat
În cazul Hidroelectrica, zilele trecute, Consiliul de Supraveghere al Hidroelectrica a anulat numirea unui director general, pe motiv că persoana propusă, Mihai Aniței, nu îndeplinește toate criteriile necesare. Potrivit ministrului Energiei, Bogdan Ivan, România ar putea salva 90% din suma destinată acestui jalon.
